Axle is seeking an accomplished and technically driven IT Manager to lead the development of a Repository and Portal supporting the NIH-funded Standardized Organoid Model (SOM) Coordination Center. The role will involve both the reuse of existing software and the development of new software solutions, with potential management of software subcontractors. The IT Manager will also hold responsibility for ensuring FISMA security compliance.

Overview:

This position will oversee the creation of a secure, scalable Organoid Model and Assay Results Portal, including Standardized Operating Procedures (SOPs). The portal will enable researchers to search, select, and request organoids for scientific or commercial purposes, supported by contextual data on model development and performance. The Manager will participate directly in the Authorization to Operate (ATO) process and will guide the long-term security architecture and compliance posture required to sustain the Coordination Center’s mission of enabling organoid development through sample resourcing, clinical data integration, data standardization, sharing, and cross-institutional collaboration. The IT Manager will lead the technical execution of the NIH-funded SOM Coordination Center Repository, including security planning.  

 

Responsibilities:

  • Oversee the development of a centralized research repository and portal to support submission of clinical, assay, and omics data, along with a clinical data acquisition system.
  • Ensure the repository and portal reflect available organoid models and support submission of requests for use.
  • Ensure the portal contains the SOPs used for organoid development and qualification.
  • Lead the internal software development team through the Authorization to Operate (ATO) process, preparing documentation such as:
    • System Security Plans (SSPs)
    • Security Assessment Reports (SARs)
    • Plans of Action and Milestones (POA&Ms)  in alignment with NIST SP 800-53, FISMA, and NIH security requirements.
  • Manage subcontractors and vendors as needed, including drafting and negotiating Statements of Work (SOWs), monitoring deliverables, and ensuring compliance with contractual terms and performance standards.
  • Serve as a liaison across scientific, technical, and compliance stakeholders, translating complex program needs into actionable technical strategies.
  • Ensure that both SOM and Coordination Center efforts are securely architected, delivered on time, and aligned with NIH expectations.
  • Work closely with the SOM Analytics Team to ensure technical systems align with analytical and scientific workflows.

 

Required Qualifications:

  • Bachelor’s degree in Computer Science, Cybersecurity, Health Informatics, or related technical field (Master’s preferred).
  • At least seven years of progressive IT leadership experience, including work in NIH or other federally funded research environments.
  • Demonstrated expertise in managing Authorization to Operate (ATO) processes and navigating federal security frameworks such as NIST SP 800-53 and FISMA.
  • Strong track record in developing and managing technical subcontracts, creating Statements of Work (SOWs), and overseeing project deliverables.
  • Experience with web application development, cloud infrastructure platforms (AWS, Azure), and clinical or research data system integration.
  • Familiarity with API development and JSON, as well as regulated environments including HIPAA and 21 CFR Part 11.
  • Knowledge of identity and access management (IAM) systems and role-based access control (RBAC) for secure data environments.
  • Working knowledge of biomedical data standards (e.g., HL7 FHIR, CDISC, GA4GH) to support interoperability and data exchange.
  • Strong communication skills, with the ability to translate complex research and security requirements into actionable technical plans.

 

Preferred Qualifications:

  • Relevant certifications such as PMP, CSM, CISSP, CAP, or CISA.
  • Experience with RedCap, LIMS, or similar research/clinical data systems.
  • Proficiency with tools such as Jira, Confluence, GitLab, and automated compliance documentation platforms.
  • Familiarity with FedRAMP standards and DevSecOps practices, including containerization and orchestration (e.g., Docker, Kubernetes).
  • Experience supporting federally funded biomedical repositories or consortia (e.g., dbGaP, HuBMAP, Cancer Genomics Cloud).
  • Proven ability to lead and mentor multidisciplinary IT teams, manage budgets, and support multi-institutional collaborations.
  • Awareness of emerging trends in biomedical informatics, cloud-native deployment, and AI/ML integration for research applications.
  • Exceptional ability to synthesize and convey complex technical, regulatory, and scientific concepts to both technical teams and non-technical stakeholders.

Overview:

Qualifications:

Summary:

A successful Scientist will join a team at NCATS consisting of chemists with a diversity of skills including Medicinal Chemistry, Automated Synthesis, Computational Chemistry, Cheminformatics, Data Science, Analytical Chemistry etc. Candidate will have access to state-of-the art techniques and instrumentation to design and synthesize small organic molecules to advance drug discovery projects across a range of modalities. The key application area and focus will be high-throughput experimentation, high-throughput synthesis, reaction automation and AI/ML approaches. 

 

Candidate will be responsible for:

  • Design and synthesis of small organic molecules, including both automated and manual tools/approaches. 
  • Designing and executing automated experiments to optimize chemical reactions, perform chemical rout scouting and/or discover new chemical transformations that impact medicinal chemistry projects 
  • Designing and performing HTE experiments in different formats to generate and collect reaction outputs that can be utilized for data and AI/ML-driven applications within NCATS
  • Candidate should be familiar with chromatography, spectroscopy, and spectrometry techniques with an aim to elucidate reaction mechanism and accurately characterize molecules 
  • Ability to maintain a very productive lab presence is required
  • Designing and executing semi-automated and automated experiments to effectively carry out structure-activity relationships (SAR) campaigns on drug discovery projects
  • Streamlining workflows and developing automated laboratory processes.
  • Becoming an expert in high-throughput synthesis workflows and providing training to other team members on HTE and other automated workflows when necessary
  • Learning programming and debugging with Python, Pipeline Pilot, relational databases, SQL, LIMS or other relevant enterprise software packages.
  • To be able to clearly create reports and to be able to communicate results to key partners, through various channels including in-person and virtual meetings
  • Collaborations are the core of NCATS! Thus, the candidate is expected to have excellent communication skills (written and oral) 
  • This position is fully on-site

 

Education:

  • A minimum of a bachelor’s degree in chemistry or a related field is required. 
  • An advanced degree (Master’s, PhD) is preferred

 

Experience and expertise:

  • Experience in high-throughput chemistry workflows (e.g., parallel synthesis, high-throughput experimentation, direct-to-biology)
  • Proficiency in coding and data science tools is preferred
  • Experience with operating automated synthesis platforms (e.g., ChemSpeed, Metler Toledo, Tecan, Unchained Labs, Mosquito/DragonFly etc.) is preferred

Key Responsibilities: 

  • Greet and serve as the first point of contact for all employees, visitors, and vendors.

  • Ensure the front desk and common spaces are professional, clean, and welcoming at all times. 

  • Manage all incoming and outgoing mail and packages. Coordinate with carriers and notify recipients of deliveries promptly while keeping mail organized to the correct department.

 Qualifications: 

  • High school diploma or equivalent required; some college preferred

Overview:

  

The Benefits & Compensation Manager will manage the company’s compensation plans and oversee the employee benefit programs. This position requires the ability to work in our Rockville, MD office 5 days/week. 

 

 

Responsibilities:

  • Directs the corporate planning, strategy development, administration and analysis, and overall management of health and welfare plans, voluntary benefit programs, wellness initiatives, and defined contribution plan for employees
  • Develops and implements plans and strategies for the health and welfare and 401(k) functions that outline actions to support short and long-range business objectives
  • Develops and directs benefit plans that provide value to employees, are cost-effective for the organization, and meet defined objectives
  • Ensures effective benefit communications
  • Works cooperatively with 3rd party vendors in the production of all benefit-related messages and material
  • Acts as a liaison with carriers, vendors, and consultants on various matters such as plan design, contract negotiations, coverage and renewals
  • Manage the employee benefit budget and serve as subject matter expert for all benefit plans
  • Works with payroll to ensure data and deduction integrity
  • Performs contribution reconciliation for all health and welfare plans, voluntary benefit programs, and defined contribution plan
  • Assures all company-sponsored plans, including their design and changes thereto, are in compliance with all relevant legal and ERISA reporting and disclosure requirements
  • Lead annual open enrollment process and consult with 3rd party vendors to recommend enhancements to benefits plans, policies, and practices

 

Qualifications: 

  • An exceptional knowledge of all lines of benefits including self-funded medical insurance. Good oral and written communication skills; the ability to independently make accurate decisions
  • A Bachelor’s degree or the equivalent combination of education, professional training, or work experience (6 years)
  • 8+ years of benefits related experience is required
  • 2+ years of benefits management experience
  • Experience with ADP preferred
  • Experience ensuring compliance with laws and regulations (e.g., ACA, ERISA, HIPAA, COBRA, FMLA, SPDs, Form 5500, Form 1095-C)
  • Strong written and verbal communications skills
  • Strong analysis/quantitative skills with the ability to translate analysis and data into actionable tasks or results
  • Ability to work and interact effectively and cooperatively with people from diverse backgrounds at all levels of the organization
  • A professional attitude regarding attention to detail and customer service
  • Excellent organizational skills are required and ability to multi-task
  • Demonstrated ability to work with highly sensitive and confidential information and material
  • The successful candidate must meet eligibility requirements to access sensitive information, which requires US citizenship

Overview:

The Financial Systems Analyst will lead the development of key financial performance indicators and drive business process improvement initiatives within our finance and accounting operations. The ideal candidate will have experience with Microsoft Dynamics (Business Central preferred), as well as a strong background in complex data modeling and automating processes using Power BI, Power Automate, and Robotics Process Automation.   • Collaborate with accounting and finance teams to identify, develop, and monitor key performance indicators (KPIs). 
  • Create data models and reporting structures that highlight financial trends and operational efficiencies. 
  • Gather business requirements and design solutions to automate accounting processes using Dynamics 365 (Business Central) and PowerApps. 
  • Develop workflows using Power Automate and RPA tools to improve financial data accuracy and reduce manual efforts. 
  • Migrate financial and program data from external systems, ensuring accuracy and compliance with accounting standards. 
  • Partner with IT to establish and manage interfaces between accounting systems and other corporate systems. 
  • Analyze and document existing financial and accounting workflows; propose enhancements for efficiency and scalability. 
  • Conduct gap analyses, simulate proposed changes, and test solutions to drive optimal financial performance. 
  • Serve as the escalation point for technical issues related to financial reporting and processes. 
  • Communicate solution functionality, deployment timelines, and realistic expectations to finance and business stakeholders. 
  • Develop user manuals and documentation to support teams in effectively using new tools and processes. 
  • Compile, analyze, and present data from various corporate systems in a logical format for decision-making. 
  • Prepare and deliver presentations for management, customizing the level of detail for diverse audiences. 

 

Qualifications:

  • Strong understanding of accounting principles, financial workflows, and performance reporting with a minimum of 3 years of experience. 
  • Experience working with Microsoft Dynamics, especially Business Central, is highly preferred. 
  • Hands-on experience with Power BI, Power Automate, and RPA to streamline financial processes. 
  • Skilled in data modeling, visualization, and integrating multiple data sources. 
  • Ability to identify process gaps, propose data-driven solutions, and quickly resolve issues. 
  • Keen attention to detail and a commitment to accuracy in financial reporting.
