Overall Position Summary and Objectives:
The project manager will join a national, highly interactive, supportive, and interdisciplinary group of technologists, researchers and information experts. They will support the development of approaches that derive insights from data to lead to advances in research, clinical practice and personalized medicine.  This highly skilled professional will have experience in managing overall project activities.  This motivated individual will work collaboratively on interrelated technical and research project teams to ensure project deliverables are completed on time.

Examples of Work Performed:

  • Manage a geographically-distributed and interdisciplinary project, create project plans, manage deliverables, including timelines, risks and coordination of cross-functional tasks using project management software (Smartsheet).

  • Proactively manages project deliverables, activities and scope of work to completion.

  • Develop project management plans in partnership with leadership and team members.

  • Oversee and coordinate agile technical development activities such as use-case and functional requirements gathering, testing, user-centered evaluation and documentation if applicable.

  • Identify, schedule and organize appropriate and effective meetings for various activities. Manages the meetings to make progress on projects. Assist with goal-oriented agendas, coordinate slides for presentations, facilitate meetings, capture purpose-delivered action items and decisions and distribute information to the attendees.

  • Work with project managers of other teams to drive multi-institutional projects.

  • Work collaboratively to increase the productivity and accountability of a team that is developing transformational software for bioinformatics.

  • Conduct project analysis and report information to project teams, project leaders, program leaders and government as appropriate.

  • Develop and tracks project budgets to ensure target alignment throughout the project life cycle.

  • Effectively communicate goals and status of work, including all requirements to internal and external project teams, stakeholders and project funding officers.

Required Skills:

  • Experience with managing virtual teams

  • Familiar with waterfall and agile methodologies

  • Meticulous organization (e.g. document and information management skills)

We are seeking a talented Pharmacoepidemiologist to join our team to support projects at the NIH’s National Center for Advancing Translational Sciences (NCATS). In this role, you will collaborate with clinical and data scientists, methodologists, and software engineers to develop and execute exemplar causal inference studies. You will work as a subject matter expert to create a real-world evidence (RWE) methods decision tree; support master protocol development; and support development of gold-standard guides and methodologies for conducting best practices causal inference research. You will: design, execute, and analyze studies using the National Clinical Cohort Collaborative (N3C) data; review and recommend strategies for selecting study designs to answer causal inference questions; help establish, and implement appropriate analytic value sets. 

The ideal candidate for the Pharmacoepidemiologist position is a highly skilled professional with a Ph.D. in Pharmacoepidemiology, Epidemiology, Biostatistics, Causal Inference or related field. This person has experience with electronic health record and/or claims data and a strong understanding of observational study principles including: missing data handling methods; temporal research questions (cross-sectional, longitudinal); causal contrast of interest (e.g., intent-to-treat, per-protocol); effect measure of interest (e.g., risk ratio, hazard ratio); and estimands (e.g., average treatment effect, average treatment effect in the treated) of interest. Your research experience includes one or more of the following: target trial emulation, sequential trial analysis, marginal structural models, longitudinal matching, G methods, or equivalent causal inference methods, realized in multiple primary-author publications. Fluency with coding languages and tools is expected (i.e. SQL, Python, and R). 

Responsibilities: 

  • Serve as SME for RWE causal inference studies. 

  • Design and execute studies with N3C EHR data considering the following: extent of missing data; missing data handling methods; temporal component of research studies (i.e. cross-sectional, longitudinal); the causal contrast of interest (e.g., intent-to-treat, per-protocol); the effect measure of interest (e.g., risk ratio, hazard ratio); and estimand (e.g., average treatment effect, average treatment effect in the treated) of interest. 

  • Review and recommend strategies for selecting individuals in clinical cohorts. 

  • Ensure the highest data quality and minimization of bias. 

  • Use tools and languages such as Python, R, SQL, and Spark. 

  • Help establish and implement appropriate analytic value sets. 

  • Collaboratively produce extensive documentation (i.e. through training material, research protocols, open data sources such as repositories and/or methodological and research papers). 

  • Work closely with data science and software developer teams to articulate technical methods and implement decision tool strategies. 

  • Extract and transform clinical data from clinical trial and observational studies. 

  • Participate in project meetings, provide updates on progress, challenges, and mitigation strategies. 

  • Actively engage in key relevant meetings and keep abreast of emerging best practices and methods. 

Qualifications 

The ideal candidate: 

Must have: 

  • Ph.D. in Pharmacoepidemiology, Epidemiology, Biostatistics or related field. 

  • Experience with the following: target trial emulation, sequential trial analysis, marginal structural models, longitudinal matching, G methods, or equivalent causal inference methods realized in at least 2 primary-author peer-reviewed publications, or equivalent. 

  • Ability to independently conduct statistical analysis with analytic software tools (e.g. Python, R, SQL, MatchIt/WeightIt, Matplotlib, Lifelines, SKLearn, GT-summary, statsmodels, Survey). 

  • Fluent in coding languages and tools (e.g. Python, R, SQL, Spark). 

  • Strong communication and collaboration skills, with the ability to work effectively in a multidisciplinary team. 

Nice to have: 

  • Experience with meta-analyses and/or systematic reviews. 

  • Expertise in best practices for statistical approaches, data wrangling and visualization. 

  • Knowledge of FAIR data principles.

The Service Desk Technician is the main point of contact for NCATS employees requiring technical assistance. This role provides support regarding computer hardware and software issues and may also support data center operational tasks. Responsibilities

About the team 

The Engineering team is in charge of helping NCATS develop automation products, optimize product design and validate the most compelling automation systems for our customers. For this purpose, the team is responsible for both designing, building, and deploying robotics and automated equipment, and to support current and future products and collecting data to enable their reliability and functionality. 

 

Responsibilities 

 As an Automation Engineer, Product Design at NCATS, you will be working towards devising novel solutions to the problems pertaining to the various levels of automation in a research organization laboratory. You will be working in collaboration with scientists and engineers to understand the task that needs to be automated and design a solution. The designing process will involve creating a conceptual 3D model using software packages like SolidWorks, Autodesk, etc. It will be followed by fabricating prototypes, testing them, receiving feedback from the end users, and improving the design using additive and subtractive manufacturing techniques.  

This will include (but is not limited to) the following: 

• Contribute to the design and execution at the product and component level including hands on testing with real hardware. 
• Creating a conceptual 3D model using software packages like SolidWorks, Autodesk, etc. 
• Contribute to the manufacturing process by iteratively fabricating prototypes and testing them using additive and subtractive manufacturing. 
• Contribute to process development and design improvement plans. 

 

Qualifications: 

• A BS/MS or advanced degree in mechanical, mechatronics, robotics, physics, or equivalent. 
• Hands-on experience debugging HW issues within a network of systems. 
• Experience with designing, developing, and deploying assemblies in a professional setting. 
• Strong knowledge of SolidWorks, Autodesk.

The Information Security Compliance Engineer will support the NCATS Cybersecurity Services (CSS) team in implementing the NIST 800-53 security controls and assist the infrastructure, platform and application teams with technical security support. Oversee the security posture of NCATS systems, inventory, and applications. Provide Risk Management Framework (RMF) support. Assist in the remediation of Plan of action and miles stones (POA&M) by. Provide analysis of day-to-day security activities, identify, and manage cyber risks, prepare remediation plans, be able to effectively draft compliance documentation. The Infosec Compliance Engineer will also use the expertise to manage security incident workflows and waivers. Provide strategic design guidance to all the stakeholders to translate security and business requirements into technical designs; configure and validate secure complex systems; and help test security products and systems to detect security weakness. 

 

PRIMARY RESPONSIBILITIES: 

  • Manage daily Cybersecurity Operational activities.
  • Proactively Manage Cybersecurity Operations projects and tasks and ensure on time delivery.
  • Take initiatives to identify, analyze and remediate weaknesses and present reports to the management.
  • Lead and mentor the NCATS CSS Cybersecurity Operations team.
  • Must be able to represent NCATS CSS team and provide technical security guidance in troubleshooting calls.
  • Must have hands on experience with firewalls, load balancers switches, routers, Windows and Linux/Unix servers.
  • Must have expert understanding of TCP/IP and networking principles.

  • Provide effective guidance to the stakeholders on secure baseline configurations.
  • Manage work through tools such as NIH incident response (IRT) portal, Splunk, ServiceNow, Jira, Confluence etc.
  • Establish communications with vendors for the release of newly identified vulnerabilities and to ensure they understand the specialized requirements of the client’s information systems.
  • Develop daily, weekly, and annual NCATS security landscape metrics.
  • Help the Vulnerability Management team to Identify, analyze, and develop mitigation or remediation actions for system and network vulnerabilities. 
  • Monitor the progress of internal and external organizations to ensure operational requirements are fulfilled for audits and reviews.

REQUIRED QUALIFICATIONS: 

  • Must Have hands on Linux/Unix experience and know how secure the systems. 
  • Understand how to implement security controls based on NIST 800-53. 
  • Must be able to conduct and lead technical reviews and analysis with infrastructure and application teams.
  • Must be able to troubleshoot security incidents and lead the other technical teams to resolve incidents as well as remediate the threats and concerns.
  • Must be able to provide guidance on security control implementation and perform technical tasks when needed for Windows, Linux/Unix environments.

  • Must have experience with DevOps security controls implementation.
  • Must be familiar with GitHub, Docker and in general with the CI/CD pipeline security.
  • Assist in security incident response efforts.  
  • Work with other teams to integrate the NCATS Threat and Vulnerability Management processes with the patching cycles, baseline configurations and CIS benchmarks. 
  • Must be familiar with database server architecture and be able to provide security support to the database team. 
  • Must be familiar with Cloud environments and tools.   
  • Must be familiar with Risk Management Framework (RMF) and Government mandates such as continuous diagnostic mitigation (CDM) and Binding operations directives (BODs) 
  • Identify, analyze, and develop mitigation or remediation actions for POA&Ms 
  • Assist with a reliable patch and compliance management mechanism for all on-premises and cloud systems. 
  • Recommend, configure, and install advanced firewalls and centrally manage other security tools in multiple cloud environments.

The Senior Vulnerability Management Analyst will support the analysis of software/hardware vulnerabilities, impact, and lead the remediation efforts for the on premise and cloud environments. 

The Senior Vulnerability Management Analyst will use their expertise to manage complete vulnerability management operations by working with and providing guidance to all the stakeholders. 

PRIMARY RESPONSIBILITIES: 

  • Manage and run the threat and vulnerability management operation effectively and mentor the junior team members.
  • Establish proactive threat and vulnerability monitoring, identification, assessment / analysis, validation, remediation, and reporting mechanism.
  • Be able to manage and administer threat and vulnerability management tools and have hands on working experience with Tenable Nessus, Netsparker, Trellix suite, Palo Alto, BigFix, Splunk etc.
  • Must be familiar with Government security mandates and requirements.
  • Own the threat and vulnerability scanning schedules as well as management and communicate the results with the stakeholders to ensure timely mitigation.

  • Establish communications with vendors for the release of newly identified vulnerabilities and to ensure they understand the specialized requirements of the client’s information systems.
  • Compile daily, weekly, and annual vulnerability metrics associated with affected and non-affected products.
  • Identify, analyze, and develop mitigation or remediation actions for system and network vulnerabilities. 
  • Prioritize identified vulnerabilities based upon severity, potential operational impact, and other factors for the client. Analyze issues affecting components with vendor provided fixes and contact the appropriate vendor for a defined and attainable solution. 
  • Provide notification of potential threats by tracking vulnerabilities and exploits, propagation of worms and viruses as they migrate throughout the client environment and globally. 
  • Monitor the progress of internal and external organizations to ensure operational requirements are fulfilled for audits and reviews.

BASIC QUALIFICATIONS:
