The Contracts Administrator supports contract administration/management and closeout for a portfolio of complex government contracts. The ideal candidate will have demonstrated experience or an aptitude to leverage technologies such as Artificial Intelligence and/or automation tools to help drive efficiencies, improve workflow, and reduce risk in the contracts department.  This position requires the ability to work in our North Bethesda, MD office 5 days/week. 

 

Responsibilities: 

  • Draft, negotiate, and manage a variety of contractual documents, including NDAs, Teaming Agreements, Prime/Subcontracts, and Vendor Agreements.

  • Create and maintain accurate contract records in contract management database, ensuring data integrity in accordance with corporate policy and federal contracting requirements.

  • Ensure all contract actions are executed in accordance with internal policies, regulatory requirements, and audit standards.

  • Leverage existing and/or identify new technologies to help drive departmental efficiencies and improve cross-functional workflows with other departments.

  • Stay informed on emerging Artificial Intelligence trends and other technologies related to contracts to help recommend strategies for performing functional tasks better, smarter, and faster.

  • Prepare documentation and assist and/or lead prime contract/task order kickoff meetings with internal program personnel.

  • Monitor subcontractor and vendor compliance, performance, and deliverables.

  • Assist with managing contract management tools and identify areas of improvement for automation where applicable.

  • Support ongoing internal audits, reporting, and other contract-related initiatives as needed.

  • Other duties as assigned.

 

Qualifications: 

  • Bachelor’s degree in Business, Finance, or a related discipline.

  • 1-3 years of experience managing federal government contracts.

  • Demonstrated experience with or aptitude for AI and/or Technology focused solutions.

  • Familiarity with Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS).

  • Hands-on experience with various contract types (T&M, FFP, Cost-Reimbursable, etc.).

  • Strong communication skills, with the ability to clearly convey contract terms and implications to stakeholders.

  • High proficiency with Microsoft Office Suite and SharePoint; experience with contract lifecycle management tools is a plus.

  • Organized, self-motivated, and capable of managing multiple priorities in a fast-paced, deadline-driven environment.

  • Ability to work in our Rockville, MD office 5 days/week.

Position Summary

Axle is seeking an experienced Program Director to lead the execution and growth of a large National Cancer Institute (NCI) IDIQ contract. This individual will oversee multiple task orders, provide strategic leadership to technical and program teams, and serve as the primary point of contact for government stakeholders. The ideal candidate has extensive experience managing large federal health IT programs, leading enterprise cloud modernization initiatives, and delivering successful outcomes on NIH/HHS contract vehicles.

 

Key Responsibilities

  • Lead the successful execution of a large NCI IDIQ contract and multiple task orders.

  • Provide executive oversight of program performance, budgets, schedules, staffing, quality, and customer satisfaction. 

  • Serve as the primary liaison with NCI and other government stakeholders. 

  • Lead cross-functional teams, including program managers, cloud architects, engineers, and technical staff. 

  • Oversee enterprise cloud architecture, cloud migration, and modernization initiatives. 

  • Ensure compliance with contract requirements while proactively managing program risks.

  • Support business development activities, including proposal efforts, task order responses, and contract growth. 

  • Foster strong customer relationships and identify opportunities to expand support across the organization. 

 

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or a related field. 

  • 10–15 years of experience managing federal health IT programs. 

  • Demonstrated experience managing at least one federal IDIQ contract vehicle, with oversight of multiple task orders. 

  • Experience supporting NIH and/or HHS programs; experience supporting the National Cancer Institute (NCI) is highly desirable. 

  • Strong expertise in enterprise cloud architecture and cloud modernization, including AWS, Azure, and/or Google Cloud Platform. 

  • Technical understanding of biomedical informatics, biomedical data, research IT, or scientific computing environments. 

  • Project Management Professional (PMP) certification. 

  • Strong leadership, financial management, customer engagement, and communication skills. 

  • Must have no Organizational Conflict of Interest (OCI) issues that would prevent support of current NCI work. 

  • Must be available to serve as the named Program Director and sign a Letter of Intent (LOI) as part of the proposal process. 

 

Preferred Qualifications

  • Experience supporting the National Cancer Institute (NCI), particularly the Center for Biomedical Informatics and Information Technology (CBIIT). 

  • Existing professional relationships with CBIIT leadership or stakeholders. 

  • Experience managing programs valued up to $50 million. 

  • AWS, Microsoft Azure, or Google Cloud certification.

Overview

Axle is seeking a Laboratory Technician to support the National Cancer Institute (NCI), Center for Cancer Research, Neuro Oncology Branch (NOB) located in Rockville, MD. This role will support laboratory research activities focused on cancer biology and translational research by performing laboratory experiments, processing patient samples, maintaining laboratory operations, and assisting with molecular and cellular analyses. Key Responsibilities

  • Perform routine laboratory experiments and analyses according to established protocols.

Job Duties:

  • Member of high-performing interdisciplinary research team.

Axle is hiring a Senior Full Stack Developer to work with a number of different clients across the federal space, including the National Center for Advancing Translational Sciences (NCATS) within the National Institutes of Health (NIH). You will be working with a diverse team of full-stack developers, cloud engineers, and subject matter experts to design and build NCATS Notebooks Hub, a cloud-native solution for managing and enabling data analysis and data exploration through interactive developer environments (IDEs) and custom-built dashboarding and visualization applications. Our pipeline utilizes modern containerization and container orchestration tools in a cloud-based platform. 

Qualifications:

  • Bachelor’s Degree in Computer Science, Data Science, Bioinformatics or other related field (years of work experience will be considered in lieu of degree)
  • 3+ years experience working with TypeScript/JavaScript
  • 3+ years experience as a full-stack developer
  • Experience with Jupyter notebooks and open-source application and dashboard projects (i.e., Shiny, Streamlit, Solara, etc…)
  • Experience with the following:
    • Node.js
    • Angular 19+
    • NoSQL databases (MongoDB)
    • Containers and container orchestration tools (Docker, Kubernetes)
    • DevOps tools (Jenkins, GitHub Actions)
  • Familiarity with VCS such as Git
  • Experience with unit and end-to-end testing frameworks
  • Experience with using and leveraging GenAI technologies (i.e., CursorAI, Cline, Windsurf)

The Director of Data Solutions is the senior technical delivery leader for data platforms, AI/ML solutions (including GenAI), and advanced modeling/simulation capabilities. This leader owns the “how and when” of building reusable, enterprise-grade capabilities that turn complex, multi‑modal data into trusted products and measurable outcomes.

 

In practice, this role:

  • Sets technical strategy and reference architecture across modern data stacks and cloud environments.
  • Leads cross-functional teams (data engineering, ML engineering, applied science, software engineering) to ship and operate production systems.
  • Establishes an organization-wide modeling and simulation practice that ensures reproducibility, compute strategy, and strong quality standards.

 

KEY RESPONSIBILITIES

Technical strategy & architecture

  • Define reference architectures and technical standards for data/AI platforms (security, scalability, reliability, cost governance, developer experience).

  • Own platform modernization plans and technical debt reduction sequencing.

  • Make build/buy/partner decisions and establish patterns that can be reused across programs.

Interoperability, harmonization & data quality

  • Lead delivery of repeatable ingestion and transformation pipelines with testing, validation, and change control.

  • Own harmonization capabilities (terminology translation, unit normalization, episode building) as production services with documentation and quality dashboards.

  • Partner with governance and stakeholders to define “minimum acceptable quality” and publish transparent quality measures.

AI/ML and GenAI solution delivery

  • Lead delivery of production AI/ML solutions (NLP, CV, predictive models, representation learning) and deploy them with evaluation and monitoring.

  • Own GenAI patterns and platforms (RAG, agentic workflows, human-in-the-loop review, traceability, privacy safeguards) as reusable services.

  • Establish model lifecycle governance: approvals, audits (as needed), drift monitoring, incident response, and continuous improvement.

Real‑world evidence enablement engines

  • Build reusable “engines” for RWE execution: cohorting/phenotyping pipelines, reproducible protocol templates, causal inference/target trial tooling patterns, and integration templates for multiple data sources.

  • Staff and support analysis pods for time-sensitive, high-stakes deliverables with rigorous QC and reproducibility practices.

Simulations & modeling practice leadership

  • Define the modeling/simulation practice charter: scope, service model, standards, compute strategy (HPC/cloud), and hiring/partnering plan.

  • Lead simulation/modeling teams directly or via domain SMEs; ensure reproducible workflows and high quality bars.

  • Identify and prioritize high-value hybrid ML+simulation opportunities.

Privacy, security & operational excellence

  • Partner with security/privacy to implement strong access controls, auditability, and (where needed) privacy-preserving approaches.

  • Establish operational excellence: release management, observability, on-call/incident processes (as appropriate), and runbooks.

People leadership & culture

  • Hire, grow, and retain a high-performing organization; create clear roles, career paths, and performance expectations.

  • Build a culture of “research-grade rigor + production-grade discipline,” emphasizing accountability, documentation, and sustainability.

 

REQUIRED QUALIFICATIONS

  • 6+ years in data science, ML engineering, data platform engineering, applied research engineering, or closely related fields

  • 3+ years leading multi-disciplinary teams.

  • Demonstrated success delivering production data/AI platforms (not only analyses), including architecture, delivery planning, and operational ownership.

  • Strong familiarity with modern data stacks and cloud delivery (distributed compute, ETL/ELT, data quality tooling, MLOps/LLMOps concepts).

  • Ability to translate ambiguous stakeholder needs into shipped products and measurable outcomes.

  • Strong people leadership: recruiting, coaching, performance management, org design.

  • Comfort operating in regulated and high-governance environments (privacy, compliance, access control).

 

PREFERRED QUALIFICATIONS

  • Healthcare data platform experience, especially interoperability/harmonization at scale (OMOP/FHIR/PCORNet/CDISC) and clinical terminology systems.

  • Experience shipping GenAI solutions with governance (PII handling, traceability, human review, evaluation, monitoring).

  • Experience with privacy-preserving ML patterns (federated learning/inference) and/or sensitive data platforms.

  • Experience leading simulation/modeling initiatives (scientific computing, HPC workflows, domain simulations) and partnering effectively with scientific SMEs.

  • Track record of publications, open-source leadership, or scientific impact.
