We are seeking an experienced Director of Financial Operations and Accounting with US Government contracting experience to join our leadership team in Rockville, MD. This role is a strategic business partner to the senior executive leadership team, and a trusted and confidential adviser to the business owners. The role is responsible for the financial operations, guidance, strategy, accounting system and reporting, annual budgeting, DCAA/DCMA audits, tax filings, and financial forecasting for the company. The candidate will use their expertise to provide guidance with respect to balancing growth, financial decision making, rate development, profit levels, and positioning the company for financial success. Responsibilities 

  • Provide leadership in the development of financial models, metrics, and progress reporting of short and long-term strategic financial goals and objectives.

  • Oversee and manage the continued development of planning, budgeting, forecasting, and modeling tools and processes to improve automation and efficiency.

  • Prepare and present financial analysis and models to executives, board members, investors or investment groups related to target company acquisitions and capital raises to expand operations. 

  • Lead, manage, and develop the finance and accounting department staff, and develop process and procedures in support of the company scalability. 

  • Work with Human Resources to support accounting requirements for company benefit programs including the 401(k) plan and serve as the Plan administrator and provide oversight on the 401(k)-investments. 

  • Consistently support the management team to achieve budget, revenue and EBITDA goals 

  • Ensure that effective internal controls are in place and ensure compliance with GAAP, the DCAA, FAR and applicable federal, state and local regulatory laws and rules for financial and tax reporting. 

  • Lead DCAA/DCMA audits and manage procedures, and oversight of calculation of cost pools, and documentation. 

  • Coordinate closing cycles of financial systems in a timely manner. 

  • Provide financial leadership and expertise with the company’s accounting systems and workflows with a goal towards optimization and efficiency to meet current needs. Maintain and iterate the system with optimized efficiency. 

  • Ensure the credibility of finance/accounting group by providing timely and accurate analysis of budgets, financial trends, and forecasts. 

  • Work closely with other departments in support of bids and proposals, contract negotiations, pricing and financing strategies, and compliance with contracting terms and conditions while ensuring company profitability. 

  • Provide insight and recommendations to both short-term and long-term growth plan of organization. 

  • Identify and mitigate risks and look for potential business opportunities while making recommendations for action, including providing financial expertise in the planning and forecasting of new services, contracts, expansion based on projections. 

  • Establish and maintain strong relationships with leadership/management staff to identify their needs and provide practical business solutions. 

Requirements 

  • Minimum 10+ years of progressively responsible experience within Corporate Accounting and Finance. 

  • Demonstrated adoption of modern tools for business analytics. 

  • Knowledge and demonstrated proficiency in complex accounting systems, specifically MSFT Business Central. 

  • Extensive experience in financial reporting & modeling, accounting management, and presenting to and working with operations management, executives, ESOP trustee, investors and investment groups. 

  • Extensive finance and accounting experience with US Government Contracts. 

  • Demonstrated knowledge and experience in GAAP, DCAA/DCMA, FAR and applicable federal, state, and local regulatory laws and relevant tax laws and compliancy. 

  • Demonstrated knowledge and experience in business valuation, employee stock ownership programs and recapitalization strategies. 

  • Demonstrated excellence in business finance and accounting methodologies, including in-depth understanding of profit and loss, balance sheet and cash flow management and general finance, capitalization, and budgeting strategies.

The Administrative Unit Program Manager is responsible for the performance of the work in support of our contract at the NIH. The PM is responsible for the overall management of contractor personnel and all contractual issues and is the primary interface between the Government and the contractor team. The PM has full authority to act for the contractor team on all contract matters relating to daily operation of the contract. The PM is responsible for the overall management of contractor employees and all contractual issues. PM have ongoing knowledge of daily activities within each work section. The PM establishes workload requirements to align employees to fulfill the task assignments. 

 

Responsibilities:

  • The Program Manager will be responsible for ensuring the Task Order team completes their work on time and within budget, as well as guiding the teams as needed.
  • Serves as the task order level manager authorized to interface with the Government Contracting Officer (CO), the task order level Contracting Officer Representative (COR), government management personnel, and customer agency representatives. Provide overall direction and guidance for all aspects of the program.
  • Serves as liaison with customer to establish relationships for Business Development growth.
  • Maintains oversight of talent acquisition staff for timely fulfillment of the open positions in the program. Ensure quality in all aspects of the employee lifecycle including, onboarding, performance management, training, compensation, and performance management are maintained to ensure high employee retention.
  • Ensures that Contractor tasks are completed within the deadlines, tasking guidance from the Government is clear and unambiguous, contract personnel are qualified to perform the tasks, and potential personnel problems are pre-empted.
  • Responsible for contract management and financial reporting, and for ensuring problem resolution and user satisfaction.
  • Ensure conformance with NIH policies and procedures
  • Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates.
  • Manage and coordinate contractor staff to fulfill the objectives defined in the Statement of Work through all phases of the project.
  • Shall be responsible for the overall contract performance.
  • Responsible for identifying any potential program risks and for identifying them to the Government as soon as they are recognized.

 

Qualifications:

  • Education: Bachelor’s Degree
  • Years of Experience: 10 years of relevant experience in managing programs and teams
  • Demonstrated ability to manage a portfolio of projects
  • Experience in identifying and mitigating program risks
  • Able to manage staff and program cost, schedule, and performance

We are seeking a Budget Analyst to join the team at Axle Informatics. The selected candidate will be responding to budgetary requests, preparing reports, presenting forecasts, and generating invoices to customers.

 

Responsibilities

  • Provides financial management and reporting over the contracts/task orders, subcontracts and program to assist cost control, schedule and performance.
  • Provides financial forecasting to include monthly, quarterly, and annual cost projections with scenario modeling assessing project changes.
  • Provides the planning, direction, and control to meet the cost, schedule, and performance goals throughout the life cycle of program work.
  • Proposes ways in which financial planning and reporting can be improved and automated leading to efficiencies. 

 Qualifications

  • 3-5 years of experience with general budget and cost analysis, MS Suite (Word, Excel and Dynamics preferred), business intelligence software experience a plus, with earned value cost accounting and reporting.
  • Familiar with Federal Acquisition Regulations laws, standards, and procedures.
  • Experience with metrics for assessing, analyzing, and reporting program cost variances and corrective actions.
  • Experience managing Time and Materials (T&M), Cost-plus-fixed-fee (CPFF), Cost-plus award Fee (CPAF) or Firm Fixed-Price (FFP) contract types.
  • Proficient with developing program/project plans specifying goals, staffing, scheduling, identification of risks, contingency plans and allocation of available resources.

Axle is seeking a highly ambitious, adaptable, and detail-oriented Program Manager to join our vibrant team in North Bethesda, MD. This position will lead a team of corporate staff in the areas of program administration, delivery, execution, and some business development activities.

 

Program Responsibilities:

  • Interfaces with employees, corporate functional units, and Government clients on a regular basis.
  • Provides programmatic support for staff working on site and in remote locations.
  • Serves as primary point of contact for unit responsibilities and develops procedures to improve operational effectiveness and efficiency.
  • Ability to take on ownership, modernize solutions, and manage conflicting priorities with minimal guidance.
  • Effectively communicates goals and objectives through oral and written communications.
  • Leads and facilitates meetings across the company and up to C-suite personnel.
  • Participates fully in change management and development of activities effectively communicating strategic priorities, policy and procedure. 
  • Develops and maintains program reports and technical documentation.
  • Establishes and maintains cooperative working relationships with a diverse group of staff members, stakeholders, and customers to support successful performance across operations.
  • Ability to prioritize and effectively follow-up on issues and communications.

 

Business Development:

  • Support responses to requests for proposals, contracts, and other technical documents for new and existing projects.
  • Assist in developing content, case studies, and marketing material.
  • Represent the company by attending industry association events and conferences.
  • Perform market research and competitive analysis.

 

Qualifications:

  • Must have earned a minimum of a bachelor’s degree; Master’s degree preferred.
  • Program management/delivery, contracts and budget experience at NIH desired.
  • Understanding of the standard capture process, terminology, and contract vehicles.
  • Strong written and oral skills with a work proficiency that is thorough, accurate, detail-oriented, and organized.
  • Excellent multi-tasking abilities to support multiple concurrent projects.
  • Excellent social skills to work with personnel of varying backgrounds, technical abilities, and levels of authority.
  • High level skills in Microsoft Office Suite (e.g., Word, Excel, PowerPoint) and preference for experience using data solutions.
  • Ability to turn data and technical material into easily understood narratives and presentations.

  • Provides the centralized planning, direction, and control required to meet the cost, schedule, and performance goals throughout the life-cycle of the contract.
  • Proposes ways in which financial planning can be improved and/or processes can be streamlined. 

 Qualifications

  • 3-5 years of experience with General Budgeting MS Excel, MS Suite, Business Intelligence, Software Experience with earned value cost accounting and reporting.
