The Administrative Unit Program Manager is responsible for the performance of the work in support of our contract at the NIH. The PM is responsible for the overall management of contractor personnel and all contractual issues and is the primary interface between the Government and the contractor team. The PM has full authority to act for the contractor team on all contract matters relating to daily operation of the contract. The PM is responsible for the overall management of contractor employees and all contractual issues. PM have ongoing knowledge of daily activities within each work section. The PM establishes workload requirements to align employees to fulfill the task assignments. 

 

Responsibilities:

  • The Program Manager will be responsible for ensuring the Task Order team completes their work on time and within budget, as well as guiding the teams as needed.
  • Serves as the task order level manager authorized to interface with the Government Contracting Officer (CO), the task order level Contracting Officer Representative (COR), government management personnel, and customer agency representatives. Provide overall direction and guidance for all aspects of the program.
  • Serves as liaison with customer to establish relationships for Business Development growth.
  • Maintains oversight of talent acquisition staff for timely fulfillment of the open positions in the program. Ensure quality in all aspects of the employee lifecycle including, onboarding, performance management, training, compensation, and performance management are maintained to ensure high employee retention.
  • Ensures that Contractor tasks are completed within the deadlines, tasking guidance from the Government is clear and unambiguous, contract personnel are qualified to perform the tasks, and potential personnel problems are pre-empted.
  • Responsible for contract management and financial reporting, and for ensuring problem resolution and user satisfaction.
  • Ensure conformance with NIH policies and procedures
  • Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates.
  • Manage and coordinate contractor staff to fulfill the objectives defined in the Statement of Work through all phases of the project.
  • Shall be responsible for the overall contract performance.
  • Responsible for identifying any potential program risks and for identifying them to the Government as soon as they are recognized.

 

Qualifications:

  • Education: Bachelor’s Degree
  • Years of Experience: 10 years of relevant experience in managing programs and teams
  • Demonstrated ability to manage a portfolio of projects
  • Experience in identifying and mitigating program risks
  • Able to manage staff and program cost, schedule, and performance
  • Well versed with Government contract mechanisms. Thorough working knowledge of the Federal Acquisition Regulation (FAR), and other supplements.
  • Proven ability to interpret and negotiate large Government solicitation and contracts.

 

Additional Qualifications:

  • Contract management of program from cradle to grave. Substantial knowledge of federal and other customer contracting regulations, policies, and practices with requisite skills to provide accurate interpretation and implementation advice to leadership and staff.
  • Expertise in the management and control of funds and resources using complex reporting mechanisms
  • Demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity
  • Proven track record of developing a Business Development Pipeline
  • Sales history mixed with Project Management skills preferred
  • Proven skill with Customer Relationship Management and growing an existing account
  • Work with the Business Development team on acquiring new Task Orders
    • Will assist with creating Technical and Business Proposals as well
  • Proven experience with growing a business and growing a customer base
  • Responsible for ensuring Deliverables are done correctly and delivered on time
  • Work with Leadership to identify new avenues to grow with NIH
  • Work with Subcontractors to ensure their team members maintain business standards
  • Interview and onboard potential new hires. Maintain high employee retention
  • Lead quarterly reviews on progress for Leadership
  • Prepare PowerPoint decks for Contract/Task Order Kick-Offs as needed.
  • Experience managing programs and large task orders with the federal government required – experience with the NIH a plus
