Position Overview
Axle is seeking a talented Power BI / Qlik Developer to support data analytics and reporting initiatives at the National Institutes of Health (NIH). The successful candidate will help transform NIH program and research data into actionable insights that enhance operational efficiency and program transparency. This role involves working closely with NIH data teams, business analysts, and program managers to create, optimize, and maintain robust Power BI dashboards and reports.
Key Responsibilities

Design, develop, and deploy interactive Power BI dashboards and visualizations aligned with NIH program objectives and business needs.

Collaborate with NIH stakeholders to gather reporting requirements and translate them into technical solutions.

Build and maintain efficient data models using DAX and Power Query (M) to ensure scalability and performance.

Develop and optimize interactive dashboards and advanced data analytics solutions using Qlik Sense, QlikView, and Tableau, ensuring clarity, speed, and usability.

Design data models and ETL pipelines, optimizing performance for large-scale data environments.

Apply best practices in data visualization, ensuring dashboards effectively communicate insights to technical and non-technical stakeholders.

Collaborate with cross-functional teams to understand business needs and develop data-driven solutions that enhance decision-making.

Implement governance, security, and performance tuning strategies to maximize the efficiency of BI platforms.

Support ad-hoc analytics requests and troubleshoot data-related issues.

Integrate data from multiple NIH systems and databases, ensuring compliance with data governance and security protocols.

Monitor and optimize data refreshes, performance, and report accessibility using Power BI / Qlik service(s).

Document data models, business logic, and report structures to support knowledge sharing and audit readiness.

Ensure compliance with Section 508 accessibility standards, FISMA security requirements, and HHS data policies.

Provide technical support, troubleshooting, and user training for NIH staff as needed.
Required Qualifications
-
Bachelor’s degree in Computer Science, Information Systems, Data Analytics, or a related field.

3+ years of experience developing dashboards and BI solutions using Microsoft Power BI.

Hands-on experience with Qlik (Sense/QlikView) and Tableau development in complex data environments.

Strong proficiency in SQL and experience working with databases such as PostgreSQL, SQL Server, or Oracle.

Expertise in data modeling, ETL processes, scripting, and performance optimization.

Familiarity with cloud-based BI solutions (AWS, Azure) is a plus.

Strong proficiency in DAX, Power Query (M), and relational database concepts.

Demonstrated experience with SQL, data modeling, and ETL pipeline design.

Experience working with or supporting federal health agencies, preferably within HHS or NIH.

Ability to communicate technical information to non-technical stakeholders clearly and effectively.

Ability to be on-site two days a week in Bethesda, MD.

Ability to obtain and maintain a Public Trust.
Preferred Qualifications

Experience with Azure Data Services, including Data Factory, Synapse, or Azure SQL Database.

Familiarity with bioinformatics or biomedical research data environments.

Microsoft Certified: Data Analyst Associate or related certification.

Working knowledge of Python or R for data analysis and automation.
